Villamater RESEARCH PROPOSAL ABSTRACT This research aims to find out the demographic profile of the librarians in terms of age gender position and length of service in the library, what are the perceived library resources in terms of building and environment library staff library services adaptive technology for computers, what challenges are experienced by the library in seeking to provide services for persons with disabilities, and what are the suggestions on the improvement of library services provisions for persons with disabilities in Lucena City. The researcher used the social model disability for theoretical framework. The researcher will use survey questionnaire to gather data to further understand what the library services offer for persons with disabilities such as blind, deaf, and people in wheelchair. The data analysis plan that will be use to find the frequency and percentage distribution of the librarians and library staff as respondents, the researcher will use the percentage formula, weighted mean and Likert scale with verbal interpretation. The study will be conducted within the public and academic libraries of Lucena City. RATIONALE OF THE RESEARCH The researcher wants to know if there any available library services that offer for persons with disabilities. Also if they have this services, the researcher wants to know if these people with disabilities go there. The Libraries should strive to offer services that are inclusive to all users that has disabilities and formulate policies that would cover issues on the provision of library services. And also the researcher suggests that library building, should be modified to accommodate users with disabilities to access housed resources. PURPOSE OF THE RESEARCH The research study will aim to fathom out the cognizance on the library services for persons with disabilities in Lucena City. Specifically, it sought to answer the following questions What is the demographic profile of the respondents in terms of Age Gender Position Length of service in the library What are the perceived library resources in terms of Building and environment Library staff Library services Adaptive technologies for computers What challenges are experienced by the library in seeking to provide services for persons with disabilities What are the suggestions on the improvement of library services provisions for persons with disabilities in Lucena City THEORETICAL FRAMEWORK THE SOCIAL MODEL OF DISABILITY This study was based on the social model of disability. In 1983, the disabled academic HYPERLINK https//en.wikipedia.org/wiki/Mike_Oliver_(disability_advocate) o Mike Oliver (disability advocate) Mike Oliver coined the phrase social model of disability in reference to these ideological developments. Oliver focused on the idea of an individual model (of which the medical was a part) versus a social model, derived from the distinction originally made between impairment and disability by the UPIAS. Oliver did not intend the social model of disability to be an all-encompassing theory of disability, rather a starting point in reframing how society views disability. This model lies disability as a consequence of the environmental, social and attitudinal barriers that hamper people from maximizing their potential. (Naami, 2014). The model stems from a socio political viewpoint that disability is a result of the failure of society to adjust and meet the needs and aspirations of a disabled minority. (Lang, 2007). It implies that the removal of attitudinal, physical and institutional barriers will likely improve the lives of people with disabilities, giving them equal opportunities to others. (Naami, 2014) The strength of this model lies in its emphasis on the high expectation and obligations impressed on the societies in which people with disabilities live, instead of on themselves. However, the model faces two challenges. The first one is the inability of so-called society to adjust to the needs of people with disabilities. (Lang, 2007). Secondly, concepts such as attitude are difficult to understand what constitutes a good or a bad attitude towards people with disabilities is subjective. People with disabilities face numerous challenges when it comes to using type of libraries. These challenges include access to the physical library buildings, access to information resources, and lack of services that are tailor made for them. Issues pertaining to accessibility emanate from architectural designs that do not take people with disabilities into consideration. Challenges related to access to information resources and assistive devices. Sometimes libraries do not anticipate that people with disabilities may want to access their services in other cases, libraries are ill-prepared to serve people with disabilities because suitable equipment for their needs is simply not there. LITERATURE SURVEY According to the United Nations for the Convention on the Rights for Persons with Disabilities (2013), 10 of the worlds population, 650 million people, live with a disability of one form or another. Some common disabilities are deformity, loss of limbs, blindness, deafness, and mental retardation. These form of disability affect the degree to which one can move, hear, see, or speak. Realizing the challenges that people with disabilities face, various governments have enacted laws that guarantee equal opportunities for people with disabilities. The Government of the United Kingdom (UK), for instance, passed the Special Education Needs and Disability Act in 2001. Harris and Oppenheim (2003) and Hill (2013) noted that the Act requires that students with disabilities in institutions of higher learning have the same access to educational facilities and resources provided as do all other students. The Disability Act (2012), among other things, guarantees access to the physical environment, transportation, information and communications, including information and communication technologies systems, and other facilities and services available or provided to the library. A library is an integral part of an academic and research organization, and users are the key stakeholders who require information. The basic objective of a library or information resource centre is to fulfill users information needs. A number of terms like patron, clients, customer, etc. are used as a synonym to user. However, user is a preferred term. Enhancing user satisfaction is integral to a successful service oriented organization including libraries, because satisfied users remain loyal, have positive feelings and recommend the service to others. It is only possible when library managers keep in contact with users and understand their information needs. Libraries need to update their resources, facilities and services to keep pace with these advancements. Improving the quality of user services is a matter of deep concern for the libraries of the modern age. Traditionally, the term users service refers to the functions of, and interactions within, library public services. In order to provide library services, it is imperative to know how users assess those services. Lawal-Solarin (2010) in an article titled Banks and the Physically Challenge quoted MSN Encarta Dictionary which defines physically challenged as an inability to perform some or all the task of daily life or a medically diagnosed condition that makes it difficult to engage in the activities of daily life. According to the World Book Encyclopedia (2005), some people are born with disabilities, while others develop them later life. There are however, many types of challenges or disabilities both physical and mental, and they vary greatly in causes, degrees and treatment. Common disabilities include blindness, deafness, and deformity, loss of limbs, mental illness, mental retardation, and muscular, nervous and sensory disorder. Lawal-Solarin (2010) referencing Abosi and Ozoji (1985) state that person is considered physically challenged if he or she cannot carry out his or her daily assignment after corrective measures have been taken. The physically challenged patrons enter libraries for the same reasons as anyone else, primarily because they have reading or information needs and access to a full range of professional assistance should be available to them, in the same way as it is to other members of the public. Tester (1992) cited in Babalola and Haliso (2011) defined information need as the lack of appropriate information on which to base choices that could lead to benefits or services that may improve peoples wellbeing. SIGNIFICANCE OF THE RESEARCH The result of the study can be useful to the library because it can be the baseline data for authorities in formulating plans, policies, guidelines, and in preparing budget for the entire programs of the library. It will also help them formulate strategies on raising the present status library services delivery. It will serve as an eye opener to the administration to understand the library collection development program so that they can appropriate ample budget for the improvement of the library services for persons with disabilities specifically people with blind, deaf, and people in wheelchair. DEFINITION OF TERMS Librarians-is a person who works professionally in a library, providing access to information and sometimes social or technical programming. Library Services-Services provided by the library to online students can include instruction on how to access and use library materials reference services to provide quick and in-depth answers to student questions and materials delivery services that provide students with access to library materials online or items delivered to students homes. Persons with Disabilities-according the UN Convention on the Rights of Persons with Disabilities, include those who have long-term physical, mental, intellectual or sensory impairments which in interaction with various barriers may hinder their full and effective participation in society on an equal basis with others. Physically Challenged Patrons-someone is physically challenged, has a problem with their body that makes it difficult for them to do things that other people can do easily. SCOPE AND LIMITATION OF THE STUDY The main focus of the study revolved on the library services offered for persons with disabilities in Lucena City such as blind, deaf, and people in wheelchair. The researcher used descriptive type of research. The respondents were librarians in public and academic libraries of Lucena City. The result of this study is beneficial and applicable only to the respondents of her study but can also be beneficial to researcher who will later conduct studies related to the same problem. The study is limited to the assessment of library services being offered for persons with disabilities such as blind, deaf, and people in wheelchair, in terms of physical facilities of the library, library staff, services, and adaptive technology for computers. DESCRIPTION OF METHOD OR APPROACH RESEARCH DESIGN/ RESEARCH INSTRUMENT/ DATA GATHERING PROCEDURE RESEARCH DESIGN The researcher will to use the descriptive survey in gathering the necessary information. The research questions will be guided by the design of the research in terms of what data were needed answer. Quantitive research methods will used in order to maximize the implication of research findings. RESEARCH INSTRUMENT The researcher will gather data through questionnaire. It will be compose of closed and open questions using the check list questionnaire as tool. It was divided into four (4) parts which comprises of the demographic profile of the respondents Perceived library services for persons with disabilities Challenges experienced by libraries in providing services for persons with disabilities and Improvement measures for library services to persons with disabilities. The basic instrument that researcher will utilized was the questionnaire which helped to facilitate the gathering of important information. The question has direction on how the respondents will answers the questions. DATA GATHERING PROCEDURE Before the survey questionnaire will be distributed to the respondents. The survey instrument will be checked accordingly. When the instruments were check, a letter of request will be signed by the researcher and research adviser for approval to conduct the said survey. Questionnaire will be administered or answered during free time. The researcher will use the descriptive method of research which describes systematically a situation or area of interest factually and accurately which includes tabular, graphical, and numerical summaries of data. Since there are only fifty-seven (57) librarians and library staff in the public and academic libraries of Lucena City, total enumeration in sampling will be administered. All fifty-seven (57) librarians and library staff will be requested to participate in the study. ASSUMPTIONS OR HYPOTHESES This study was based on the following assumptions. Access to information is fundamental to human right. The library service should be universal for all users. The institutional infrastructure should allow access to the information housed in the library. The library staff should be trained to assist persons with disabilities. The library budget should provide for person with disabilities. Policy formulated for person with disabilities should be implemented so that person with disabilities will not face unnecessary challenges in accessing information. DATA ANALYSIS PLAN The researcher will use a survey questionnaire in order to gather data and information. The researcher will tabulate, analyze and interpret the data using statistical tables, and graphs in presenting the coverage of the study. To know the total result, appropriate statistical tools will be use. In order to get the target respondents.
