One general trend related to healthcare financing reorganization associated with government financing is the continued shift from volume-based care to value-based care, which is to be achieved through accountable care organizations (Shi & Singh, 2014). Accountable care is meant to benefit the healthcare providers in improving efficiency in their different roles in the healthcare sector, which will enable the healthcare sector to achieve its goals and objectives (Shi & Singh, 2014). The Centers for Medicare and Medicaid services are putting more focus in ensuring that patients receive quality healthcare in most of their programs, which are meant to be implemented in the healthcare sector. The healthcare sector has been experiencing increasing healthcare costs due to the increasing number of patients developing chronic illnesses (Shi & Singh, 2014).
This requires many resources to ensure that these patients receive effective patient care. Value-based care will also ensure that healthcare practitioners are empowered and motivated in their performance and as they make important healthcare decisions (Sultz & Young, 2013). The government, which is the largest financier of healthcare services, has implemented strategies to change the way healthcare providers deliver healthcare services to patients (Sultz & Young, 2013). This is aimed at improving the quality of healthcare services, improve healthcare outcomes, and lower healthcare costs. The government uses payments as incentives to motivate healthcare providers to improve their performance (Sultz & Young, 2013). The government has also integrated innovative technology into the healthcare system to improve the efficiency of this sector.

This will also reduce costs associated with the provision of patient-centered care (Shi & Singh, 2014). This healthcare financing trend is beneficial by transforming the delivery of healthcare services from volume-based to value based care, which has more advantages to the healthcare provider, the healthcare financier as well as to the patients (Shi & Singh, 2014). Healthcare costs impact the delivery of healthcare services in different aspects which include quality and access to health care services which affect the achievement of healthcare goals and objectives (Shi & Singh, 2014).
